2nds are fabrics that have some kind of defect. For sil nylon, usually this defect is in the coating. Typical defects include but are not limited to coating that is lighter or heavier than normal, or lines of silicone. Since the coating is responsible for the hydrostatic head pressure of the fabric, these types of defects have an impact on the waterproofness of the fabric.
